In response to rampant PPC fraud Google has come up with PPA, pay per action. It is in the beta testing phase and I have signed up with my busines site www.life-optimized.com. I will give you my feedback in a future blog post.
Most small business owners know that advertising can kill any budget, but it necessary. PPC was a blessing when it came out since one paid for ads when it was clicked on - no impressions or pop up window. But with everything else fraud was rampant.
I have to applaud Google for coming up with a solution (read about it here http://services.google.com/payperaction/)
